"A Positive Image" of migrant workers in Thailand is a photo contest and exhibition under the Saphan Siang (Bridge of Voices) Campaign. The exhibition was held at the Bangkok Art and Culture Center, 24-29 July 2012. The campaign aims to promote better understanding between Thais and migrants, to raise awareness on the positive contribution that migrant workers make to Thailand's economy, and to share the often positive experience that migrant workers have in Thailand. It is organized by the ILO, IOM, UNESCAP and World Vision.

Public attitudes play an important role in shaping policy towards migrant workers and have
an impact on the status and well-being of migrants. Although governments and international
organizations often point to the mutual benefits of migration for countries of origin
and destination, studies have shown that the public generally hold negative perceptions of
migration and migrant workers. The public’s fears and apprehension are particularly intense
in light of the global economic downturn and jobs crisis. This paper looks at the knowledge
and attitudes of the public in Asian host societies to migrant workers drawing upon
the International Labour Organization (ILO) research conducted in four countries in Asia.
The paper also presents various studies and research findings from across the world and
further explores strategies for influencing public attitudes and promoting integration. The
ASEAN Declaration on the Protection and Promotion of the Rights of Migrant Workers
(2007) recognized the need to promote harmony and tolerance in destination countries
towards migrant workers and following this, the 4th ASEAN Forum on Migrant Labour (a
meeting of member states, trade unions, employer organizations and non-governmental
organizations (NGOs) in Southeast Asia) in October 2011 put forward specific recommendations
to promote a positive image, and the rights and dignity of migrant workers in the
region.

April 2011 - This report analyzes the laws and policies governing the migration of the Cambodian workforce overseas. It focuses on the migration of women to Malaysia (for domestic work) and men to Thailand (to work in agribusiness), analyzing the rules that govern regular migration while identifying legislation that can be employed to protect those who become victims during irregular migration and be used against those who perpetrate and profit from it. The stories of Samneang (a Khmer man migrating to Thailand) and Sopheap (a woman recruited to work in Malaysia) are used to illustrate different processes of labor migration and how the relevant laws can be applied in these contexts.

Circular migration receives increasing attention due to its empirical relevance and as a policy concept to manage labor flows. This review discusses the advantages and disadvantages of circular movements for all parties. It studies the characteristics of circular movers worldwide and investigates the consequences of restrictive migration policies. Recent policy initiatives that aim to manage circular labor movement are also analyzed.

There is limited international structure to manage
the ever important phenomenon of human
migration and its associated challenges. This is
particularly true with respect to the international
migration of health workers, where bilateral
agreements between sending and receiving nations
have been repeatedly and urgently called for in the
context of a global health workforce crisis.
The Guidebook provides an introduction to
bilateral agreements, their legal status, and points
to the heterogeneity and challenges present in
relation to bilateral agreements serving as a solution
to the issue of health worker migration. These
challenges include the differing approaches to
bilateral agreements necessary in relation to
differing forms of national immigration policy and
the failure in the past of bilateral agreements to
fully engage with the concept of migration and
development. There have, however, been recent
innovations in developing comprehensive bilateral
migration agreements that seek to simultaneously
facilitate the movement of health workers and
respond to the challenges associated with such
migration. Recent procedural innovations in other sectors, including importantly in climate change cooperation, also provides an approach to bilateral
agreements aiming to promote cooperation
between nations on complex and sensitive issues.
